It would have to be Vince Lombardi. He won 5 NFL titles including SuperBowl I and II, with an overall record (at Green Bay) of 98-30-4. This coming from a team that one a single game the year before he took over as coach and GM of the Packers. He also led the Redskins in 1970 to their first winning season in 14 years. His final record was 105-35-6. He was named ESPN Coach of the century in 2000 as well. He also set up rules for the players on his team and expected them to be followed. If they followed them they won, if not well they weren't on the team any more.
College football has to be the hardest sport to coach. Even professional football has most of your decisions made for your (or they thrown money around to get the player they want). College football requires you to recruit players every year by convincing them you're they're best chance for making it pro. And that requires integrity, honesty and trust.
To imagine someone pulling in recruits year after year for a team that finished in the top 5 for 14 consecutive years is astonishing to think of. That's why I'd go with Bowden.
