1st - although your looking for a quick way to gain backlinks, I HIGHLY suggest avoiding any companies that offer backlink "packages". These will generally consist of spammy links, that may penalize your site, or even "rented" links. Rented links are a common spam service because some "seo" companies will promise higher rankings with their backlink service, but to keep the higher rankings - you have to continue paying for their service, otherwise they will remove the backlinks. When that happens, your site will not maintain the position it did with those links and will be placed right back to where it started. So this inevitably turns out to be a huge waste of money.

A lot of people also recommend forum posting and guest commenting on blogs. These are good strategies in moderation. Keep in mind that many blogs now use a nofollow tag on all links within their comments, so this would pass no linklove whatsoever and be a waste of time.

Forum posting can be good, if you are not spammy about it and its a forum with relevant keywords to your site.

Use tools to check your competitors backlinks and try to get backlinks where they have obtained some.

The best type of way to generate backlinks is through guest posting (not commenting) on other blogs, article submission through article directories such as ezine articles or goarticles, Press Releases, and compelling linkbait content on your site.

Avoid directories, these are a waste of time and usually money and the links are poor quality. The only directories you should concentrate on are DMoz and Yahoo.

I used blog commenting for link building strategies. It is simple and easy but you need to build more links if you want to increase PR fast. But in my opinion, 5 links a day would be enough for a local targeted business/website. Why do I use blog commenting? It's because every blog has it's own regular reader and they tend to visit the link you put on their favorite blog. And the link you put must not be a spammy one and have the relevancy to the related topic.

Offer yourself as available for guest blogging and online interviews. Do YouTube videos talking about your subject. And, of course, spread the word through social media-- Twitter's the easiest for me and works well for the right niche.
