Where can you find a reasonably priced illustrator for a children's book cover? I have a children's short story I would like to have a main image created for. I'd use it along with the story online, as a book cover if I ever self-publish it or creat an ebook and eventually on its own website.

What I have in mind would be along the lines of The Snowman artwork. Very soft, whimsical and pastel tones.

Where could I look for a suitable candidate that won't cost me a fortune and would give me all the rights to the image? Thanks.
